Because this system favored a minority candidate like Berry, the city’s white voters became alarmed that he might be elected mayor in the next election. He sponsored the city’s Human Rights Bill as well as measures setting aside a certain percentage of city business for minorityowned enterprises. He also helped set up a public assistance program for homeless people. As a councilman, he is best remembered for his sixweek fast in protest of insufficient maintenance and security in the city’s public housing projects.
