In the Gramscian approach, history and political economy are not understood as a sequence or series of discrete events or moments which when aggregated equal a process of change with certain governing regularities: for Gramsci it is the ensemble of social relations configured by social structures (‘the situation’) which is the basic unit of analysis, rather than individual agents, be they consumers, firms, states or interest groups, interacting in a (potentially) rule-governed way in the ‘political market-place’ at a given moment or conjuncture, as in modern public choice theory.

So it is hardly surprising that I played a minor part in this moment when the old order was shaken to its foundations. At a series of universities I took several degrees in different subjects including English, French, Economics, Industrial Administration, Government and Politics and Education. Of importance for my subsequent thinking was the class on liberalism that I took at Essex University with John Gray, later to become a professor at Oxford and London School of Economics and Political Science (LSE), and, for a period, a supporter of Thatcherism.

Indeed much of American International Relations and to a lesser extent International Political Economy operates within what has been called the anarchy problématique (Ashley 1988). To make some applications of this point clearer, and in a more substantive way, let us sketch some aspects of the post-war system from the perspective of historical materialism. First, and most fundamental, is that it is assumed that any historical materialist approach to understanding and explaining a given world order system must analyze it as a whole.
